A Proclamation

Black-and-white broadside. On front: "A Proclamation By the President of the United States of America…" On verso: "State of Rhode Island and Providence Plantations. A Proclamation by the Governor. By the annexed Proclamation, the President of the United States, for the reasons and to the end therein set forth, has invited all loyal people of the states of this Union to observe Thursday, the 26th day of September instant, as a day of humiliation, fasting and prayer…"
